Q1.Who can become a voter?

Ans. Any person who is:

1) a citizen of India
2) 18 years of age or above on the qualifying date which is presently 1.1.2012
Or
born on 1.1.1994 or earlier.
3) ordinarily resident in Delhi.This includes a student in a University, Institute etc.
4) not disqualified to be voter e.g. not of unsound mind etc.

Q2. How do I Enrol as a voter and get my voter ID card?

Ans. To become a voter you need to fill in the application Form – 6. Once this Form is accepted, your name will be included in the Electoral Roll as a voter.
There are four options you can follow to fill in Form 6 and these are given below :


Option I - Online application.

Step I - Go to Enrol Online on the home page

Step II - If you are a new user, please sign up, you will obtain a user name and password.

Step III - Upload one passport size colour photograph in the space mentioned in the Form. This is mandatory.

Step IV - Upload the following documents in the space mentioned in the Form. Uploading is optional.

In case you are unable to upload the documents below then the Booth Level Officer (BLO) who will come to your residence to verify the information, will collect both the documents from you so please keep these ready.

a) Proof of your residence ( such as driving license, passport, bank pass book, any postal letter received in your name on your address etc).

In case you are a student residing in a Hostel of your University / Institute or elsewhere (e.g. PG) etc., then please get a Declaration in the proforma at Annexure One (click here also)to Form 6. A scanned copy can also be uploaded.

b) Proof of your age,such as birth certificate, school leaving certificate etc. However this is only required if you are between 18 and 21 years of age.

Option II - Down load Form 6 from the website and send it by post.

Step I - Go to Forms on the top of the home page.

Step II - You will get a number of choices, click onForm 6: Application for Inclusion as a New Voter for the First Time.

Step III - Down load the Form, fill it, and stick one passport size photograph on the space given.

Step IV - Sign the Form and attach the following :

a) Proof of your residence, such as driving license, passport, bank pass book, any postal letter received on your address etc.

b) Proof of your age if you are between 18 and 21 years of age ( such as birth certificate, school leaving certificate etc.)

Step V - Send the Form and documents by post to the VREC (Voters’ Registration and EPIC Centre) of your Assembly Constituency. The procedure to identify the VREC of your Assembly Constituency is given in the Answer to Question No.3 below.

Option III - Down load Form 6 from the website and deliver it personally.

Step I - Go to Forms on the top of the home page.

Step II - You will get a number of choices, click onForm 6: Application for Inclusion as a New Voter for the First Time.

Step III - Down load the Form, fill it, and stick one passport size photograph on the space given.

Step IV - Sign the Form and attach the following :

a) Proof of your residence, such as driving license, passport, bank pass book, any postal letter received on your address etc.

Step V - You can deliver the Form and the documents to any one of the following :

a) The VREC of your Assembly Constituency. To know your VREC, please see the Answer to Question No. 3 given below. This facility is available throughout the year.

b) You can go to the closest Designated Location and deliver it there. For details of your closest Designated Location please see the Answer to Question No.4 below. This option is available only during the Special Summary Revision of Electoral Rolls during 01.10.2011 to 01.11.2011.

c) You can give the documents to your Booth Level Officer (BLO). To know your BLO, please see the Answer to Question No.5 below. This option is only available during the Special Summary Revision of Electoral Rolls during 01.10.2011 to 01.11.2011.

Option IV - Personally collect and deliver Form 6.

Step I - You can go to the VREC of your Assembly Constituency, or to the closest Designated Location or your BLO. You can pick up Form 6, attach the documents in proof of your residence and age (if you are between 18 and 21) and submit this to any of the following :

i) Your VREC.
ii) Closest Designated Location.
iii) Your BLO.
iv) By post to your VREC.

The facility of collecting and delivering Forms at the Designated Location and the BLO is only available during the Special Summary Revision of Electoral Rolls, that is during 01.10.2011 to 01.11.2011.

Q3. How do I know where my VREC is ?

Ans. There is one VREC for each of the 70 Assembly Constituencies (AC).

To know your VREC, you have to know your AC first.For this go to the Know Your Assembly Constituencyon the home page and enter your locality name such as Greater Kailash, Mayur Vihar etc.You will get details of your Assembly Constituency and Number.

After that, go to Know Your VRECon the home page and check the details of the VREC corresponding to your Assembly Constituency.

Q4. How do I know where my closest Designated Location is ?

Ans. To see the details of the Designated Location closest to you, please go to What is New on the home page and click on Designated Locations for Summary Revision 2012. Click on your Assembly Constituency and you will get details of the Designated Locations where you can go to pick up and submit Form 6.

Q5. Where can I find details of my BLO ?

Ans. To know your BLO, please go to Know Your Booth Level Officer (BLO). on the home page, click on the Select Button for the address closest to you and you will get the details of your BLO.

Q6. I have submitted my Form 6 online. What happens after that?

Ans. The Booth Level Officer for your area shall visit you at the residence that you have given and will do the following :

i) Confirm that you actually reside at the address mentioned by you in Form-6.

ii) Verify your photograph with you in person.

iii) Obtain your signature to the down loaded application of your application Form 6, (which the BLO will bring with him.)

iv) Take the proof of residence from you ( in case you have not uploaded it)

v) Take the proof of age from you ( in case you are between 18 and 21 years of age and have not uploaded it).

Q7. I have submitted my Form 6 by post / in person. What happens after that ?

Ans.The Booth Level Officer for your area shall visit you at the residence that you have given and will do the following :

i) Confirm that you actually reside at the address mentioned by you in Form-6.

ii) Verify your photograph with you in person.

Q8.I am already enrolled as a voter but I have shifted my residence and I have a new address. What do I need to do now?

Ans.In case you are already enrolled as a voter and have shifted your address, then the procedure to be followed to enroll you at your new address will depend on whether you are residing in the same Assembly Constituency or your new residence is in a new Assembly Constituency.

a) In case your new residence is in a different Assembly Constituency then you have to fill in Form 6. For this you can either fill it Online or give it personally or by post. For the procedure involved, please look at Answers to Questions No. 2, 3, 4 and 5 above.

The only document that you are required to submit is the proof of your new residence such as electricity bill etc. No other document is required to be submitted by you.

b) In case your new residence is in the same Assembly Constituency then you have to fill Form 8A.

For this you can either fill it Online or give it personally or by post. For the procedure involved, please look at Answers to Questions No. 2, 3, 4 and 5 above.

The only document that you are required to attach is proof of your new residence such as electricity bill etc. You are not required to submit any other document.

Q9. My father has expired, what do I need to do ?

Ans.His name and the names of all people who have expired have to be deleted from the Electoral Roll.

For this you will have to fill Form 7. You can give it personally or by post. For the procedure involved, please look at Answers to Questions No. 2, 3, 4 and 5 above.

The only document that you are required need to attach is a Death Certificate. No other document is required.

Q10. I suspect that my neighbour has got additional Voter Identity Cards (EPIC) by giving fake identities, is there anything I can do ?

Ans. Yes you can objectto this.For this you will have to fill Form 7. You can give it personally or by post.For the procedure involved, please look at Answers to Questions No. 2, 3, 4 and 5 above.

Q11.When will my name be included in the Electoral Roll?

Ans. After your application has been accepted, your name and other details will be included in the Electoral Roll. The name of all the accepted applications shall be published on the date of Final Publication of Electoral Roll on 5th January 2012. This Electoral Roll shall be available on this website and also at all the VRECs.

Q12. How will I get my Electors Photo Identity Card(EPIC)?

Ans. The EPIC or Voter Identity Card for all the first time applicants whose applications have been accepted shall be handed over on National Voter’s Day to be celebrated on 25th January 2012. All such applicants shall be invited for this occasion. All other applicants shall get their Voter Identity Card by Speed Post after 15th January 2012.

Q13.I am already a voter and want to inspect the details about myself in the Electoral Roll. Can I do this and how?

Ans. Yes.Go to the Home page of this website and click on Check your Name in the Electoral Roll.

Q14.How can I know my Assembly Constituency?

Ans. You can get the name of your Assembly Constituency by going to the Home page of this website and clickingknow your Assembly Constituency.

Q15.Where can I get information on the Member of Parliament and Member of Legislative Assembly from my Constituency?

Ans. After knowing your Assembly Constituency, you may go to the Home page and click “Know your MLA” for getting information on the Member of Assembly Constituency and click “Know your MP” for getting information on the Member of Parliament for your Parliamentary Constituency.

Q16.How can I get any assistance or help in respect of election related services in Delhi?

Ans. Any assistance or help in respect of election related services is available on Telephone No. 1950 OR 1800-111-400. Any complaint on these services can also be lodged on these numbers. You can also contact us by going to the top of the Home page.

Q17.I have recently got married.How can I get my wife enrolled at my address?

Ans. This will depend on the following:-
(a) If your wife is a voter for the first time then she will have to fill in Form-6 for enrollment as a new voter.
(b) In case your wife is already a voter but not in the same Assembly Constituency (such as enrolled in some other Assembly Constituency of Delhi, or anywhere else in India), then she will need to fill in Form-6 for change of residence.
(c) If she is a voter in the same Assembly Constituency as you but needs only to change her address then, in such case she needs to fill in Form-8A for change of residence within the same Assembly Constituency.
(d) As proof of residence she can submit a copy of her marriage certificate or copy of the marriage invitation card.

Q18.I have received my Voter Identity Card (EPIC).However,this card contains a mistake.How do I get it corrected?

Ans. Such mistakes are usually in respect of age, spelling of name and address etc.
(a) Please fill in Form-8 alongwith proof of the correct information. For example, for getting age corrected, please attach proof of age such as School Board Examination Result Certificate. For proving correct residence, please give proof of residence etc.
(b) In case the mistake has been due to an error on the part of the Election Officials then the correction will be made free of cost. In case you are responsible for the mistake in the first place such as by entering incorrect information, then you need to pay Rs.25/- in cash at your VREC for receiving the corrected Voter Identity Card (EPIC). Please remember to take the receipt for the amount paid by you.

Q19.I have recently joined Delhi University as a student.I passed school from another State / UT and I am living in Delhi in Hostel / as a paying guest / with relative / elsewhere but within the National Capital Territory of Delhi. Am I eligible to be enrolled in Delhi? If yes, what do I need to do?

Ans. Yes, you are most definitely eligible, provided that you are not enrolled anywhere else in the country and you are residing within the National Capital Territory of Delhi.
(a) You need to fill in Form-6 for enrollment as a new voter. Please attach your age proof if your are between the age of 18 to 21.
(b) As proof of residence, you have to fill in the requisite Declaration and have it duly signed by Hostel Incharge / Principal / Registrar / Director / Dean.

Q20.I am studying in Standard 12 in school.Am I eligible to be enrolled as a voter?What do I need to do?

Ans. Ans. Yes, you are eligible provided you will be 18 years of age or more as on 01.01.2012 and you live within the National Capital Territory of Delhi. You need to fill in Form-6 as a new voter and attach proof of your age and proof of residence.

Q21.What documents do I need to submit to show proof of age?

Ans. There are many suggested documents suggested for submission of proof of age. You can choose any one of the following:-
a) Birth certificate issued by a Municipal Authority or district office of the Registrar of Births & Deaths or Baptism certificate; or
b) Birth certificate from the school (Govt./Recognized) last attended by the applicant or any other recognized educational institution; or
c) If a person is class 10 or more pass, he should give a copy of the mark sheet of class 10 or 12, if it contains date of birth as a proof of date of birth.
d) Mark sheet of class 8 if it contains date of birth; or
e) Mark sheet of class 5 if it contains date of birth; or
f) A declaration in prescribed format given in Annexure-1 made by either of his parents if the person is not educated till class 10 (in those cases where parent himself for verification before BLO/ERO/AERO); or
g) A certificate of his age given by a sarpanch of the concerned Gram Panchayat or by a member of the concerned Municipal Corporation / Municipal Committee, the person is not educated till class 10 and both the parents are not alive.
h) Any other Government document showing age e.g. Passport.

Q22.What documents do I need to submit as proof of residence?

Ans. There are many documents suggested to prove your place of residence and you can choose any one of the following:-
a) Bank / Kisan / Post Office current Pass Book, or
b) Applicant’s Ration Card / Passport / Driving license / Income Tax Return filed or Assessment Order, or
c) Latest Water / Telephone / Electricity / Gas Connection Bill for that address, either in the name of the applicant or that of his / her immediate relation like parents etc. or
d) Postal department’s post received / delivered in the applicant’s name at the given address.

Q23. What is the procedure for Overseas Voters?

Ans. An Indian citizen who has not acquired citizenship of any other country and has gone to some other country for employment /education business /etc can be enrolled as Overseas elector, at the place of his residence in India. He has to apply in Form 6A , supported with a copy of Passport.

Q24. What is Electoral rolls?

Ans. The names of eligible electors ordinarily residing in an assembly constituency, are enlisted in the voters list by the registering authority, these lists are called Electoral Roll of that constituency.

Q.25 What are the Electronic Voting Machines (EVMs)?

Ans. Electronic Voting machines or EVM is a machines meant for conduct of Poll and is a better alternative to balloting by paper. The EVMs are eco friendly/user friendly/ tamper proof and reliable equipments for conduct of free and fair poll. EVM consist of two units i.e Ballot Unit and Control Unit. The Control Unit having computer chip to store data of vote polled is with the Presiding Officer or a Polling Officer and the Ballot Unit is placed inside the voting compartment. Instead of issuing a Ballot Paper, the Presiding Officer incharge of the Control Unit will press the Ballot Button. This will enable the voter to cast his vote by pressing the blue Button on the Balloting Unit against the candidate and symbol of his choice.

Q26. What is Modal Code of Conduct (MCC)?

Q27. If a BLO visits a person’s house during his/her absence, then will the form be rejected or the person will be given another chance for verification?

Ans. Irrespective of the availability of the applicant at the time of inquiry by the BLO, if local enquiry establishes that he/she is an ordinary resident of the given address, the BLO will recommend/verify the form for inclusion of name of the applicant in electoral rolls. In case of any doubt, as to the applicant being an ordinary residence of the given address, the BLO may l visit the address once again record evidence of the applicant if available or other elector of the neighborhood and submit his /her final report accordingly.

Q28. If person has Aadhar card but he/she/does not have Rent Agreement/ Electric Bill (as his/her landlord denies for giving such document to him/her)/any other ID. What should the Person do for Address Proof??

Ans. No NOC is required from ladlord. In case the applicant is not having any proof of residence in his name, the verifying officer i.e BLO may take witnesses from neighborhood about the factum of residence and identity of the applicant

Q29. If a person does not have any proof (for Age, photo, address, Identity). How can he/she become a Voter?

Ans. The person can become a voter, provided he is an ordinary resident of the given address and above the age of 18 years on the qualifying date and is not disqualified to be a voter. As per ECI instructions, age proof is required in case of applicants between the age group of 18-21 years. Applicant is required to either submit a photograph affixed on the application Form or get himself photographed directly at Voter Center. . In case the applicant is not having any proof of residence /identity, the verifying officer i.e BLO may take witnesses from neighborhood about the factum of residence and identity of the applicant.

Q30. BLO is not accepting ‘Post Card’ delivered to me at my residence & in my name. What should I do?

Ans. BLO is not an authority to reject any proof of residence submitted by an applicant. Applicant may bring the matter to the notice of ERO/ AERO for further necessary action. BLO is required to give his report whether the applicant is ordinarily resident at the given address or not.

Q31. BLO & VC staff demands bribery. What should I do?

Ans. Report the matter to the O/o District Election Officer concerned or to the Anti Corruption Branch

Q32. My form was rejected with the remarks that the same was incomplete. BLO should have pointed out such shortcomings to me. Now what should I do?

Ans. Applicant is required to submit the form duly completed in all respect, however once the form is rejected on the above stated ground, the applicant is required to apply afresh.

Q33. I am an Army officer, is these any special form for me. I have heard about Form No 0.05; what is this for?

Ans. Serving Army personnel have two options. One is to enroll his name in the Service Voters list at his native place, for which he is required to submit Form 2 to his record office/Unit, wherefrom it is forwarded duly verified, to the CEO Office of the concerned state . Secondly, He may get his name enrolled in the general voter list at the place of his posting.

Q34. An MP/MLA/Counselor/ Gazetted Officer has certified my identity on his/her Letter Head but BLO/ VC Staff are not accepting this as a valid proof.

Ans. ERO/AERO have the prerogative to reject/ seek re-verification, if the proof of identity submitted by the applicant , is not found satisfactory.

Q35. I am a citizen of Delhi (not a Govt. personnel). Can I become a BLO?

Ans. No, only serving/retired Govt officials are eligible to be appointed as BLO.

Q36. Can I produce affidavit as any Proof?

Ans. As per ECI guidelines, Affidavits in support of age/identity/residence are not required to be submitted alongwith application. However, if it is acceptable to the registering authority , there is no bar.

Q37. I have lost my EPIC. Which Form to fill now?

Ans. Applicant is issued prefilled form No 2 at the Voter center for issuance of duplicate EPIC, subject to submission of fee of Rs 25 and a declaration about loss of EPIC.

Q38. BLO rejected my form without telling any reason to me during his visit for verification at my home.

Ans. BLO is no authority to reject your application, However in case your application is rejected by the registering authority i.e ERO/ AERO and you are not satisfied with the reason given, you may file an appeal with the appellate Authority i.e District Election Officer, within 15 days of rejection

Q39. I am a homeless, living on the roadside, how can I be a voter?

Ans.

Ans. Applicant may contact ERO/AERO of the concerned constituency.

Q41. Can a BLO visit my home to register me as a voter?

Ans. Voter are enrolled at home only during Intensive Revision of Electoral Rolls. During Summary Revisions Form for enrollment can be submitted at the designated locations and voter centers. When there is no revision going on, one can submit his/her application at the voter center. Form can also be submitted online at http:// ceodelhi.gov.in

Q42. I am disabled, can BLO come to my home for my enrollment ?

Ans. Such applicants may apply online. However upon receipt of a request of this sort, the BLO can be sent to the residence of the applicant for assisting.

Q43. I want to talk to some English knowing staff regarding my enrollment as a voter, but Staff at does not know English language, what should I do?

Ans. All the forms and instructions annexed are bilingual .Moreover applicant may visit our website http:// ceodelhi.gov.in, which is in English for any assistance/guidance/information.

Q44. Can I send some family member of mine to deposit my form?

Ans. Yes

Q45. How & when a part/section is created in an AC?

Ans. When some new colony comes up or if the existing section does not cover the locality properly, the Electoral Registration Officer (ERO) can get new sections created through IT Section of Head Quarter.

Q46. People of our colony have incomplete address on our EPIC and our AC-AERO told us that Your Section is opened that section

Ans. If the House Number and Part number coupled together do not form complete postal address, you may contact the ERO for correction/updation of your section.

Q47. I am enrolled in an AC/ state and I want to get enrolled in a different AC/State. Is filling form 7 is a compulsion?

Ans. No, the details of previous address and the details of EPIC if issued, may be mentioned in relevant columns in part IV of Form 6, filled up for enrollment.

Q48. I have accidently made wrong entries, while filling up online Form 6. I have submitted it but I am unable to find any option to update the same. Is this possible? Secondly can I correct this form, when a BLO visits my home for verification?

Ans. Once the online Form is submitted there is no provision for its correction online. Applicant has to submit Form-8 for desired . corrections in his/her form, when BLO comes for physical verification.

Q49. There is so much mismanagement at Voter Centre, what should I do?

Ans. What may be construed as mismanagement in the eyes of a layman may be part of a day to day hectic routine schedule of AERO. In case any illegal activity is notices the same can be reported to the DEO concerned

Q50. I am an under trial person, Can I become a voter?

Ans. Yes, there is no bar unless the applicant has been declared disqualified by a court of law, for being an elector.

Q51. I have citizenship of US, Can I become a voter?

Ans. No, only Indian citizen are eligible for becoming voter.

Q52. My EPIC is not delivered to me but BLO told me that he has delivered the same. What should I do?

Ans. Applicant may contact the AERO at concerned Voter Center for redressal

Ans. Time to time field verification of voters list is carried out and if any person is not found residing during verification his /her name is deleted suo moto . Names are also deleted from the voter list on account of filing of objection in Form 7 after due process. In case your name has wrongly been deleted, while you are still residing at the given address, you may contact concerned ERO/AERO for re-enrollment or apply afresh.

Q54. My wife does not have any proof, how can she be a voter?

Ans. If the husband or any other member of the family has previously been enrolled and issued EPIC, he /she may give an undertaking on the photocopy of EPIC about the identity and her residence.

Q55. I have a DL Series EPIC, Is this still valid? If it is then why CEO website asks for only 10 digit EPIC no, while filling Form 8/8A

Ans. The DL series has become redundant, the applicant is advised to surrender the same and get himself a fresh EPIC issued .

Q56. Is there any combined form of 8 & 8A? As my wife wants to change her surname & address altogether at one go. If not, then what is the process for the same??

Ans. Form 8 is filled up for minor corrections like change of surname and if the new address lies in the same Part Number, both corrections can be done through Form 8. If the new address lies in the same AC but in a different Part Number, Form 8 A will have to be filled up for change in address.

Q57. While applying for enrollment as a voter at a new place, I have filled up Form 6 and given details of my registration as elector at my previous place of residence, will the name in old records be deleted.

Ans. Yes, the ERO/AERO to whom you have applied for enrollment, will send request for deletion of your name to his counterpart, wherefrom you have shifted.
